Dump government.

Its only purpose is to protect life liberty and property, and absolutely nothing in your scenario is that. It doesn't owe a duty to help by robbing folks who were somehow able to work, despite government, and giving it to the other people. Gov't creates the problem and then convinces you only it can fix the problem by shifting folks even more than they're already being dicked over.
