1) why NY was totally unprepared for this event?
2) why did NY not have adequate stock of masks and gowns?
3) why didn’t NY place orders for masks and gowns in January before the global supply became constrained?
4) why did NY have no contingency plans to construct temporary hospitals?
5) why did NY wait so long to order social distancing?
6) in light of NY’s history of disregarding federal rules they disagree with, why didn’t NY acquire coronavirus test kits from WHO?
