Saying it's govt, tends to indicate a level of competence it's never had, never will.
For most of us law abiding type people, the only time we notice govt is at tax time or a speeding ticket.
It's not popular to admit our fellow man is sometimes a nasty violent piece of work, who is only deterred by the threat of bigger violence against them.
