accountable for their abysmal preparedness for this crisis? Why did they allow hospitals to close over the past several years? Why did they not ensure adequate beds were available for their population? Why were there inadequate supplies of masks and gowns? Why did they delay in ordering social distancing?

None of the above are federal powers.....
