so I'd guess that the facilities that produce the vaccines will produce and store up resources in anticipation of the season, spend them down in the season, and start the cycle again for the next year.

This requires a start-up from scratch and the place that produces the goods is at the center of the universe as far as the virus is concerned. Then, you've got the politicians who may limit exports to their advantage or for the needs of their own people.

I don't know that there's a way to plan for it, other than to be prepared to shift production.
