Is there a reason why this job is a revolving door?

I thought being a Chancellor at the flagship state university would be a desirable job or at least on par with president of UCF (I understand it is th 4th largest university). Since an AD reports to this person (among others), I would think stability is important.

Please explain why this message is being reported.
