As a landlord, I fully expect to not get paid from a couple of my tenants, they aren't getting evicted.

Who said anything about forcing them to do so? If the top 5 banks got together and made an agreement about not collecting from those effected, it would go a lot further than giving everybody $4500.

Other banks would have to follow their lead.

And why do their employees need to be paid?
