It was developed in the wuhan clinic, but got released when someone decided to sell off the infected animal test subjects. Those animals then got butchered and sold in the wuhan live animal market place, creating a hotspot of contagion.
That lasted for weeks while the chinese govt ignored, destroyed evidence of the outbreak.
