Serious question, what does the all clear look like?

If it takes two weeks for this virus to incubate, and it’.s extremely contagious, how can we ever get to where no one has this? I think it’s extremely unlikely that this country will be coronavirus free for 14 days. It seems then the only alternative so we can go on existing , is to recognize this fact and pump massive amounts of money and focus into clinical care, clinical staff, and clinical resources that can manage this or more viri. In times of outbreak, we have to mobilize potential forces which are available but in reserve just as we have in the military, with weapons. Our focus has to be expanded and just as we spend billions on military defense, we now need to realize we need to spend billions on virus defense.
People are correct in saying that our society can be closed down with a virus and we have to be prepared for what I am hypothesized, terroist planting infected people here
