You assume he was given accurate information and that he intentionally lied.

I don't. I know how negotiations go, and how many changes can occur, and a detail here or there can change or be missed.

That you are assuming bad faith speaks more to your character than his. You've made the claim he lied, but haven't offered any proof of intent to mislead.
