i think he says what he thinks he hears, as distinguished from what he is actually told and too stupid to understand.
i suspect he was told something more like, we have 1700 employees, 500 of which are engineers. some of them are working on a model we will be testing at a particular location. our long-term goal is... and he just skips to 1700 engineers all working on the long-term goal.
the good news is the president may not be a liar. the bad news is the president is stupid. you win some, you lose some.
