appropriate education and skills to get hired? Did someone have to be unlucky to not get that job?

My younger sister and I went to the same schools and had the same teachers and opportunities in life. She chose not to go to college despite having the ability and finances to attend. She instead chose to pursue her passion...food service...not McDonald’s...nice restaurants. After the ACA was passed, her employer decided it was cheaper to pay the fine than offer employer health insurance. Without a degree, she has limited opportunities to find a similar role in a restaurant that offers employer health insurance.

Was she unlucky? Or did she make life choices that put her in that position...working in an industry that pays poorly and doesn’t need to offer health insurance to attract qualified workers.... not getting a degree to provide her with more options....
