both of these are feasible.

Yes, testing will have a backlog, all people's tested should be put into self quarantine until the results come back. Because if you don't test, and if you don't try to contain, the healthcare system WILL collapse. Again, look at Italy, Iran... hell china was building hospitals from the ground up in less than 2 weeks.
