Oh wait, tax cuts that fail that target reciprocal economic investments never did a damn thing but give folks with tons of money tons of money back. I worked in economic development. We did tax investment programs. If Company (A) invested X, Y or Z in job training or new hires, then they got a tax break. Politicians influenced by lobbyists then decided to quietly do away with the investment part.
