No one is being denied healthcare because they do not have insurance, nor will they be financially liable.

If you were driving at that some people are being turned away because of a shortage of beds, or because there has been a directive to triage patients, then I agree with you that that has occurred. In that sense, the care is not universal. Is that what you meant or were you thinking of something else?
