US labs do not have the equipment to do so. They will have to work with industry to get it made...even for research to some extent.

It is standard protocol for government scientists, university scientists, and industry to work together. you can bet the industry is also putting a lot of resources into it.

And generally, if it is developed by US, they will sell the patent rights to industry.
