Clearly this criminal has been resisting the officer and his task, for awhile. With the officer coming and going but still the criminal keeps resisting. With No audio and no context how can anyone pass judgement and really this guy wasn't beaten or even really roughed up which it appears he has coming for not submitting to his authority.
