All governments everywhere on earth.
The only way to solve this is for everyone to do whatever they want and concentrate on property rights.
Government serves no purpose other than stealing through taxation and forcing people do obey laws with which they don't agree.
Government is a racist police state that rules by force against the will of the people.
Dissolve all governments and let private entities work together to solve this problem.
