state run or whatever, the burden of overdose and its consequences are on the user.

And plenty, and I mean plenty, of non-profits get direct funding from the federal government. This one may or may not currently, but never underestimate the power of "compassion" to spread tax dollars in the name of helping and protecting the citizen from their own actions.
