Hollow points have a specific purpose--the faster the bullet expands the quicker it transfers its kinetic energy into the target, ie, shock. This translates to stopping power.
Now you can do some half-assed legislation like some east coast states and ban hollow points, but all that means is the bullet is more likely to pass through the target and hit an unintended victim.
And from the firearms seized and often published on the STL County Facebook page, MANY appear to have roundnose target ammo in the magazines. In other words, the gang bangers just buy the cheapest ammo they can get and to hell with ballistics. Nonetheless, the gang banger ammo seems just as effective in most driveby shootings in spite of its shortcomings.
