Affirmative action is not about quotas because quotas have been ruled unconstitutional since 1979 (78?) so, qualifications are required (everyone gets grace at some point). Affirmative action also includes veterans and women. A person always has to have help to reach the top. The people in Trump's cabinet are most likely those who agree with everything he does. Most qualifications are forgeries (not in the traditional sense of the word) to some degree.
