That is different from being as the article said, ineligible for benefits. Because sanctuary cities are against federal law, and somehow they exist.
You linked something that has as the first two words in the first example, "Generally, no."
Generally. But there are exceptions. And golly, if something is ineligible, it CAN'T BE DONE. I guess.
The other examples tell what is supposed to happen and most then give exceptions.
