Historically, anarchists have done so as a means to bring down governments.
Fortunately, they haven't been successful in bringing about true anarchy for any significant amount of time as far as I know.
It isn't a stable form of self governance for any reasonably large society apparently. Humans all started with anarchy and over time all anarchies have ceased to exist.
