book claims it's goal is... to wipe out a city or country, then die out very quickly on its own allowing the Chinese to come in & take over quickly.

The death rate is pretty low at 2% to 4%, killing mostly the aged and those with respiratory problems. It would probably also take quite awhile to spread through the US. Too long, if the companies claiming they will have a mass produced vaccine ready by early summer are correct.
