responsible for painting a bluff along the Jacks Fork. You know, because he argued it was public land and no one owned it so the tagger could do as he pleased.....property rights, natural rights, yadda, yadda, yadda.

The actual landowner is the L.A.D Foundation. Google Leo Drey. He was a private landowner who practiced various conservation measures for timber harvesting as a sustainable resource and set aside large tracts of land for public use.

The defaced bluff belonged to his foundation, which had granted a scenic easement to the National Park Service in order to maintain the land adjoining the river in its natural state and prevent development of any private or industrial properties in order to offer a natural experience to river users.

So let's see...we have pickle defending a vandal because he has a right to do as he damned well pleased because there is no such thing as "public property". Only it's private property belonging to a foundation who wants to cooperatively manage the land for public enjoyment.
