By regulation product registrants are required to notify the government upon receipt of information indicating use of their products pose unreasonable adverse effects to the environment. A full range of efficacy testing is required of registrants before a pesticide is granted registration and permission to commence production. These include normal R & D testing in the lab and in tightly controlled field tests, as well as health & safety and environmental tests. Product liability is baked into the federal regulations, but the deepest pockets are always targeted by tort lawyers. BASF and BAYER have very deep pockets.
