Failure to take action due to political concerns and lack of cooperation between intel agencies killed any chance of preventing that. Bin Laden was opening promising attacks on the US and there was intel all over the place indicating **** was coming our way. Clinton and then Bush had opportunities but no one acted due to fear of criticism.
Unfortunately when you are proactive and take someone like this out prior to an action that grabs international attention to the scope of 911, there will be those who use if for political advantage even if they know it likely made the world a better place.
