Finally, now that idiots run the old dominion, Va became the 38 state to "ratify" the amendment. FORTY EIGHT YEARS after the amendment.
But as with the impeachment trial, the rules don't matter. At least not when The Chest is running the house of reprehensibles.
So change the rules.
