Voter integrity laws make it harder for local dems election officials to cheat. They need those inactive voters to stay on the rolls, so they can proxy vote them in a close race. Think Al Franken vs. Norm Coleman in Minnesota. They kept finding bundles of uncounted votes, in car trunks, in hallways, in closets, etc. Miraculously, the newly discovered votes favored Franken by a large enough margin that he was able to eek out a narrow win to unseat Coleman. Same thing happens in ever Dem controlled major city.
