At least it's a little decentralized that way. Under your rules I'm assuming DC would have full control of the entire pie.
The consequence to number 6 is that the government can make the entire country go "dark" and then do whatever they want. When governments face unrest and are about to crackdown on that unrest what's the first thing they do? Shut down the lines of communication.
