The reason I tend to discount these rumors is that Durham and Barr will want to delay public disclosure of indictments until they are ready for trial on all of the perps. That way there is no leaking of discovery information to other potential prosecution targets. The indictments and arrests will be made in one fell swoop. There won't be minor charges against a few peripheral figures trying to get them to flip, then the major targets. The plea work will have already been done with players such as Rosenstein, Priestap and Ohr.
