Part of the reason FDR send back the Jews was racially motivated. Immigration laws of the 1930s stated only a certain % of individuals from different countries could come to the United States, reducing the number of individuals from Africa and Eastern Europe; thus, immigrates were sent back. The law changed when people pointed out its racial meanings. The fact that FDR knew of political and humanitarian refugees and still send them back shows that American's deep state and global war profiteers wanted war. We were fueling racial and innate ideas for political and financial gain with the subterfuge notion of humanitarian intervention.
