I think that’s how Lincoln viewed it, and he felt he was carrying out his oath to preserve the Constitution. To be clear, I think the Civil War was a ghastly and unnecessary waste, only delaying an inevitable split of the country.
I also can’t imagine the founders writing a Constitution of the United States with the understanding that state and local governments were exempt from it, that makes no sense.
