which means that you have to get a certain percentage. Once your candidate is "viable" you are locked in.

For those who supported "unviable" candidates, they can either go home, or they can go to another candidate, or even to an "undecided" group. If that collected group gets enough people to be "viable" then it can claim a delegate.

I'm not sure how they decide to divide the delegates available at a location among the "viable" groups. So, the fact that Bernie had a lead and got the same number of delegates as Pete is irrelevant. That just means that they'll each get the same number of representatives at a county convention. By then, the Party candidate will typically get control over all of the available delegates.
