The problem with any claim about the Bidens is that, if they defrauded anyone, they defrauded Burisma. Unless you can somehow tie the fact that Congressionally approved funding that went to the Ukrainian Government somehow got delivered to Burisma, then it's simply a civil matter between a company and their executive.
