#1) you are forbidden by law to seek foreign aid for your campaign. It is against the law.
#2 You cannot use (Obviously) the resources of the US Fed Govt to aid your election campaign - say by extorting help from the Ukraine through the withholding of Congressionally mandated defense money.

If you are withholding or threatening to withhold such funds for the purpose of NATIONAL SECURITY, i.e. towards the benefit of the nation you are as potus sworn to protect, that is one thing. To do so for the purpose of aiding you re-elect campaign - that is verbotten friend.
