Maybe, maybe not. It depends on whether the rolls are cleansed of invalid registrations. What often happens in one party Counties, usually urban dem Counties is that those invalid registrations are voted by proxy by party hacks and stored at the Clerk's office. They are only introduced into the system in bundles if the final legal vote tally is close and the dem candidate needs them to win. This is how Al Franken defeated Norm Coleman in Minnesota. They kept finding bundles of uncounted votes until Franken won by a few dozen votes.
