Tubbs was complaining about Norm being out of the box (he was, by a lot). When the ref turns around Norm is in the box looking at Tubbs, then sticks his foot over the line swinging it back and forth without actually putting it down, taunting Tubbs. Acting like a 4th grader on the playground. Tubbs looked at him and couldn't help but laugh.

Please explain why this message is being reported.
