point these are municipalities not the feds. money is very limited in most cases unless you want to raise taxes.
for a city the size of St Louis or KC you're looking at about 1.2 million a year in just storage fees. not including hiring people to manage it and review them etc.
they are a great tool, but until data storage prices come down it's prohibitively expensive for most depts
