I can offer an explanation of the GAO's malfeasance. It isn't an Executive Branch agency. It was organized and remains under the control of Congress. It has no enforcement authority, there are no penalties for violations of the Impoundment Control Act. The GAO determined that the Obama Admin violated this act many times and I don't recall House Dems getting worked up about it then. The GAO is merely acting in concert with House Dems, who currently command them.
