The USAI appropiated $250,000,000 in the fiscal year 2019 budget and made the funds available for obligation thru Sept 30, 2019. They were released in mid Sept.

Where was the law broken? If he wanted to defer, it would have been PAST the Sept 30 date. so it wasn't a defferal or a rescission.
