argument being made. You took a vote to impeach and you can't just leave that hanging over the executive's head without moving forward in a reasonable amount of time. What's reasonable is anyone's guess, but if you don't assert your claims, eventually, you should be estopped from doing so. Otherwise, that upsets the balance of powers too because the executive is essentially beholden to a legislative branch holding his future in their hands. Not what the framers intended, I don't think.
