it was a gamble and because of intervening events in Iran, it's a gamble that didn't work out.
If she sends it over immediately, it'd DOA, right? We all agree that McConnell was signaling that he was going to rush it through, and the votes weren't going to support Nancy.
So, you stall for time and you hope your situation improves. All it would have taken is for something to go wrong or for Trump to do something stupid. Either was possible. However, it didn't work out like that and now Nancy is holding the bag.
I don't think it means she's an imbecile or that she miscalculated. I just think she's slow-playing a bad hand and a low chip stack.
