First, I'm not sure the motion to dismiss the articles would necessarily pass, so while it's good press, I'm not sure there's any teeth to that. Wouldn't that have to be the House, since they still have control of them? So, if you're Mitch, you want to goad her into delivering them as soon as possible and then you vote as soon as you can after that.
