the author makes suppositions...because the author knows very little:

"...a figure that did not include a laundry list of other expenditures, including food and drink"

So concessions at a military golf course, or any golf course is an expenditure? Why do you think bringing your own beer is disallowed? How much do you think a hot dog is marked up? Cigars? You know as much as the author.
