who happened to be in charge of multiple non nation state para military organizations that contributed to the deaths of Americans
He was a bad guy and I'm glad he is gone but the act to assassinate him should have had congressional notice. The ripple effect of killing Soleimani puts USA into a different position with Iran.
You can't run a covert non congressional approved assassination against a nation state's political leader even if said leaders actions are closely tied to terrorist.
There is a huge difference between killing someone like Solemani vs Al-Bagdadi or OBL.
