If you act against us, we can strike quickly and effectively at your very highest levels. No one is safe. Yes, is was a risky move as you never know what an adversary backed into a corner may do. However, the message is unmistakable. You stab us, we will shoot you. Send one of ours to the hospital, we will send one of yours to the morgue. (Thank you Sean Connery).
