What of the elderly or the very poor?

And if you choose not to pay for private security and you're robbed, your daughter is raped and your home is wrecked.... too bad?

And if the bad guys defeat your security and you're robbed your daughter is raped and your home is wrecked. Then what?

What is the recourse for victims and what are the consequences for criminals?
