First of all, Black women represent 11.8 % not 3%, And estimates black % of abortions range from 26% to 36%, not a straight 30%. While that is a pretty high % it sounds like an issue of getting birth control options to that cohort of US population - IF your concern is decreasing the number of pregancy terminations.
