Has there ever been a House that withheld the articles of impeachment from the Senate?

Their reasoning for trying to impeach the president less than a year from when the voters will decide whether they want him to stay or to leave was that "President Trump's behavior continues to pose an "imminent threat" to national security".

Given that they now refuse to give the articles of impeachment to the Senate, it shows what a lie they were spewing. It is as absurd as the articles of impeachment they are too embarrassed to make public.
